Which Website Do You Use for the Loksewa Online Form?

This is the first place people go wrong. Many guides still published on Google tell you to open psconline.psc.gov.np. That was the old system. The federal PSC now runs its online application on psconline1.psc.gov.np, and the “Online Application” link on the official website psc.gov.np points there. Recent PSC advertisements also name psconline1.psc.gov.np as the place to apply.

Avoid fake or copy sites. Always start from psc.gov.np and click through. Never enter your citizenship number or password on a page you reached from a Facebook post, SMS or ad. When we checked in September 2026, the old address (psconline.psc.gov.np) did not load at all, so any “portal” still showing that address in an old article is outdated.

The portal has several tabs, and half-finished profiles are where mistakes creep in. Keep everything in one folder on your computer before you open the site.

Tip: The form asks for dates in both Bikram Sambat and AD. The portal fills the AD date automatically from the BS date, but check it anyway against your certificates. Steps 1 to 4 are done once. For every future Loksewa vacancy, you only log in and repeat steps 5 and 6. That is why getting your profile right the first time matters so much.

Step 1: Register on the PSC Portal

Already have a PSC account or Master ID from an earlier exam? Do not register again. PSC notices say candidates who already have a Master ID must apply with that same Master ID. Skip to Step 2.

Go to psconline1.psc.gov.np. The page opens in Nepali. Use the language switch at the top (नेपा / EN) if you prefer English.
Click Register (दर्ता गर्नुहोस).
Fill in the registration form. Fields marked with a red star are required.
Click Submit. Your login details are sent to the email or mobile you entered.

This is what the registration screen asks for, as it appeared when we opened it in September 2026:

Why the citizenship fields matter: your name, date of birth and citizenship details become the identity on your admit card and, if you pass, on your appointment recommendation. PSC also lets you recover a lost username using your citizenship details, which only works if you entered them correctly here.

Open the email or SMS from PSC. It contains your username and a temporary password.
On the login page, enter your Username or Email and the temporary password, then click Submit.
The system asks you to set a new password. Use at least 8 characters that mix letters, numbers and a special character (for example Nepal@2083kathmandu style, but your own).
Log in again with the new password. If the portal asks for a password reminder question, choose one whose answer you will not forget.

Store the username, password and later your Master ID in one safe place, such as a notes app with a lock. You will need them again for the admit card, results and every future vacancy.

Step 3: Complete Your Profile and Get Your Master ID

After logging in, open your profile. It is split into tabs. Fill each one and click Next or Save before moving on. Use Back to fix an earlier tab.

What is the Master ID?

Once your profile and uploads are complete, the system gives you a Master ID. It is your permanent candidate number with the federal PSC. It is printed on the bank voucher, used for fee payment and linked to your admit cards and results. You keep the same Master ID for every future Loksewa exam, so you never re-upload the same certificates. Just add new ones.

Step 4: Upload Photo, Signature and Documents

On the upload section, use Upload or Replace for each item. After uploading, click the small preview icon and open every file once. A blank, sideways or wrong file is a common reason for rejection at scrutiny.

Photo and signature: JPG. The upload box shows the allowed size limit, so follow what it says on screen. Most applicants keep the photo under about 200 KB and the signature under about 100 KB, which stays inside the limits commonly reported for the portal.
Citizenship: front and back, JPG.
Education, training, experience, council: PDF, uploaded against each entry you created in the profile.
Inclusive certificates: PDF. If you have more than one, combine them into a single PDF before uploading.

Step 5: Apply for the Advertisement

Your profile is a master record. You still have to apply to each vacancy separately.

Read the vacancy notice on psc.gov.np first. Note the advertisement number(s), the minimum qualification, the age limit and the deadline.
In the portal, open the vacancy or apply section and click View All to see the open advertisements.
Select the advertisement code for your post. Tick every group you are eligible for: Open (Khulla) plus, for example, Women or Janajati. Each extra group adds a small extra fee but gives you another merit list.
Click Process. The screen shows the minimum qualification and the examination centres for that advertisement.
Choose your exam centre carefully. PSC notices warn that the centre cannot be changed after you submit.
If the post has optional papers, select the subject.
Review the Application Preview page line by line.
Tick Terms and Conditions and click Submit.

You cannot edit after submitting. Commission notices state that once an application is submitted for an advertisement, nothing can be added, removed or corrected for that same advertisement. Check the preview, the groups you ticked and the exam centre before you press Submit.

Step 6: Pay the Application Fee

Your application is not processed until the fee is paid. Current PSC notices allow two ways:

Online (electronic payment)

Pay directly from the payment section of the PSC portal. The system shows the payment options available at the time, such as ConnectIPS. You get a success or failure page at the end.

Bank voucher (cash)

Print the voucher from the portal. It carries your Master ID and a transaction reference number. Pay cash at one of the designated banks listed on the voucher.

Open the payment tab and select the advertisement you are paying for.
Check the amount. It should equal the base fee plus the extra fee for each additional group.
Pay online, or print the voucher and pay at the bank.
Save the confirmation or the stamped voucher. Log in a day later and confirm the payment status shows as paid.

Online payment failed but money was deducted? Do not pay again straight away. Wait, recheck the payment status in the portal, and keep the bank or ConnectIPS transaction reference. Call the PSC helpline (4771517 or 9745618495) with that reference if the status does not update. If you are new to ConnectIPS, set it up days before the deadline, not on the last evening.

Loksewa Application Fee by Level (2082/83 Notices)

Some popular guides say the fee is NPR 300 or 400 for every post. That is not what recent PSC notices show. Fees depend on the level and change between notices. Here are the amounts printed in actual federal PSC advertisements:

Gazetted First Class fee was Rs 1,500 in a 2082 notice and Rs 2,500 in the 2083 notice, which shows why you should always read the fee line of your own advertisement. Some services (for example Foreign Affairs and Audit at Section Officer level) add a further service fee. Province commissions set their own fees.

Worked example: Section Officer, Open + Women

Base fee Rs 1,200 + one extra group Rs 400 = Rs 1,600 if paid by the regular deadline. Paid during the double-fee window, the prescribed fee doubles, so budget Rs 3,200. Applying on time literally saves you money.

Deadlines and the Double-Fee Rule

Every PSC notice has three dates. Here is how they worked in real 2083 advertisements:

The double-fee window does not extend eligibility. PSC notices state that age, educational qualification and experience are counted on the regular deadline. If your result comes out, or you turn the right age, during the double-fee week, you do not become eligible by paying double.

Result out but certificate not issued yet? A 2083 notice allows you to apply with a letter from your institution confirming you passed, plus mark sheets showing every year or semester, thesis and practical completed. You then submit the original certificate to PSC once it is issued.

After Submitting: Approval and E-Admit Card

Scrutiny. PSC checks your form and uploads against the advertisement. For some health service ads, candidates must also submit self-certified copies of documents to the Application Management Center in Anamnagar within 7 days of the deadline. Check your notice.
Admit card. Once approved and paid, log in and open the e-admit card section. Print it. It shows your roll number and exam details.
Exam centre and schedule. PSC publishes centre and date notices on psc.gov.np. Match your roll number.
Need a scribe? Contact the concerned PSC office at least 10 days before the written exam.
On exam day, carry the admit card and citizenship, and use black ink only. Recent notices say answer sheets filled with other ink will be cancelled.

Mistakes That Get Loksewa Forms Rejected

What is Nagarik App?

Nagarik App (“Citizen App”) is the Government of Nepal’s single app for services that used to mean separate offices and separate queues: citizenship and National ID details, PAN, driving licence, police reports, provident fund and social security records, exam results and more. It works round the clock, including public holidays.

It was built under the Digital Nepal Framework by the Prime Minister’s Office, the Ministry of Communication and Information Technology (MoCIT) and the National Information Technology Centre. The beta went public on 15 January 2021 and the full version launched on 2 May 2021, National ICT Day. New services arrive with most updates — which is why guides written even a year ago are already out of date.

What you need before you register

Almost every failed registration traces back to one of these. Tick them off first:

A Nepali mobile number registered in your own name. The app checks the SIM owner with the operator. A SIM in your father’s, mother’s or employer’s name will not work.
An accepted identity document — usually your citizenship certificate. Depending on the current verification flow, passport, voter ID or National ID details may also be accepted.
Details that match the government record exactly: citizenship number, issue date, issuing district and date of birth.
The latest app version and a stable internet connection.
A phone that can receive SMS on that number for the one-time password (OTP).

Not sure whose name your SIM is in?

Visit your operator’s service centre with your citizenship and transfer the SIM to your own name before you start. It saves you a round of failed attempts and a temporary OTP lock.

How to register on Nagarik App, step by step

Registration takes about five minutes if your details are ready.

Choose a language

Open the app and pick Nepali or English. You can change it later in settings.

Enter your mobile number

Use the number registered in your own name and tap Proceed.

Type the OTP

Enter the one-time password sent to you by SMS.

Choose your identity document

Usually citizenship.

Enter your details exactly

Citizenship number, date of birth, issue date and issuing district, as printed on the certificate. Use the date format the screen asks for (BS for Nepali documents).

Verify

Tap verify and correct anything the app flags.

Set your PIN

This PIN guards your account. Don’t use your birth year, and never share it.

To log in, open the app, enter your registered mobile number and the PIN you created.

If you switch phones, reinstall the app or clear its data, you will usually see “New Device Detected”. It is a security check, not an error. Complete the verification it asks for — normally an OTP to your registered number plus a confirmation of your identity details — and the account opens on the new device.

Lost your old number? You won’t pass this check until the same number is working again. Get a replacement SIM for that number in your own name from your operator, then log in.

How to link your documents

Linking your documents lets the app show them and reuse them for services, so you type less later.

National ID (NIN)

Select National ID and enter your National Identity Number. Bank account opening and passport-related steps rely on it. No NIN yet? Check your NID status online or download your eNID.

PAN

Link an existing PAN to see its details, or apply for a new personal PAN in the app. To confirm your number first, check your PAN number online.

Driving licence and passport

Link your smart licence and passport details. Waiting for a new card? Use our driving licence print status checker, or apply for a licence online.

Voter ID and education

Link voter details and view SEE and Class 12 results. Since July 2026 you can also link transcripts from participating Nepali universities.

Open a bank account with the Nagarik App QR

Participating banks show a Nagarik App QR code on their website or at the branch. You scan it in the app, approve sharing your details, and the bank receives your verified identity information directly — no paper form.

You need a linked NID and must be 18 or older.

Which banks?

In July 2026 Global IME Bank launched full online savings account opening through Nagarik App for NID holders aged 18+, with its QR at nagarik.gibl.com.np. Earlier, Nepal Bank, Siddhartha Bank and Standard Chartered offered QR-based KYC through the app. The list keeps changing, so check your own bank’s website.

Don’t hammer the OTP button

Requesting the OTP many times in a row can lock you out for a while. Fix the cause first, then try once. To find your own number quickly, see our list of NTC USSD codes.

Can you use Nagarik App from abroad?

Only partly. Registration and login depend on an active Nepali mobile number in your own name that can receive SMS. If you registered in Nepal and keep that SIM active, you may be able to keep using the app abroad as long as the OTPs reach you. Is Nagarik App safe, and will offices accept it?

Keep your account safe

Never share your PIN or OTP — not even with someone claiming to be from a bank or office.
Only approve QR data-sharing requests you started yourself.
Log out on shared phones and keep your screen lock on.

Carry originals when it matters

A document shown in the app is an official record, but not every counter accepts it yet. Reports in 2026 found some offices still asking for originals or photocopies. For elections and formal verification, bring the physical document.

Is Nagarik App free?

Yes. Downloading, registering and linking documents are free. Some services accessed through it, such as certain applications or traffic fines, carry their own official fees.

What documents do I need to register?

A Nepali SIM in your own name and your citizenship certificate details: number, date of birth, issue date and issuing district. Other IDs may be accepted depending on the current verification flow.

Can I register if my SIM is in my parent’s name?

No. The number must be registered in your own name. Transfer it at your operator’s service centre first.

Why is my OTP not coming?

Usually weak signal, a full SMS inbox, an SMS blocker or too many requests in a row. Fix those, update the app, wait a few minutes and request once more.

Can I use Nagarik App on a computer?

Yes, through the web version at web.nagarikapp.gov.np. There is no separate Windows or Mac app.

How do I change my registered mobile number?

The option depends on the app version. If you can’t find it in settings, call 1101 or use My Complain for the current process.

Can I open a bank account with Nagarik App?

Yes, with participating banks. Scan the bank’s Nagarik App QR code, approve sharing your details and complete any video KYC or branch verification the bank asks for.

Can I apply for a passport through Nagarik App?

The government announced passport and licence applications through the app in April 2026. Check the latest app version to see whether it is available to you before you rely on it.

Is a document in Nagarik App valid at government offices?

It is an official government record, but acceptance at every counter is not yet universal. Carry the original when you’re unsure.

October 2026 update: a price rise may be coming

In late September 2026 the Supreme Court dismissed a writ petition filed by DishHome, Classic Tech, Vianet and Subisu against a tax assessment. The ruling lets the government recover the Telecommunication Service Charge (TSC), plus extra charges and penalties, that ISPs had not been collecting from customers. Industry reports say home internet prices could rise by 50–100% as a result, possibly only until the past dues are paid. As of 8 October 2026, DishHome had not announced new rates, so the prices below are still the latest published. We will update this page as soon as DishHome changes its plans.

These are the renewal prices, which are the same as the monthly internet charge a new customer pays before one-time charges. The first line is the price DishHome shows; the second adds 13% VAT, which is what you actually pay.

What a new DishHome connection costs on day one

This is the number most price lists leave out. A new internet-only booking adds a Rs 1,000 drop-wire charge to every plan, and router rental on anything shorter than 12 months. These totals match the figures DishHome shows when you pick “New” on its plans page.

Why a 1-month plan is a poor way to start

A new 100 Mbps connection on the 1-month plan costs Rs 4,106 upfront (Rs 1,106 internet + Rs 2,000 router rental + Rs 1,000 drop wire). The 12-month plan costs Rs 9,407 and waives the router rental, so you get eleven more months for about Rs 5,300 extra.

DishHome internet + TV combo packages

DishHome bundles its fibre internet with either DTH (its satellite dish TV, up to 4 TVs) or iTV (IPTV delivered over the same fibre line, up to 3 TVs). The internet charge is identical to the internet-only plan; the TV part adds about Rs 1,800 a year on renewal.

DTH or iTV: which one should you take?

Choose DTH if you already have a DishHome dish or want up to 4 TVs. On 100, 200 and 300 Mbps there is no TV installation charge on a new combo.
Choose iTV if you cannot mount a dish (flats, rented rooms). It needs no dish, but a new iTV combo adds a TV installation charge of Rs 1,327 on a 12-month plan and up to Rs 2,500 on a 1-month plan.
Avoid 75 Mbps + DTH as a new connection. Its Rs 2,654 TV installation charge makes it Rs 1,169 dearer on day one than 100 Mbps + DTH (Rs 12,376 vs Rs 11,207).

GamePro 600 Mbps and UltraMax 1 Gbps

DishHome’s two premium home plans are sold only as 12-month subscriptions. Both come with a Wi-Fi 6 main router, a GigaHome mesh node and Rs 5 lakh term insurance for the subscriber, and DishHome says they carry no fair usage policy (FUP) limits.

GamePro 600 Mbps

Rs 25,663 a year (Rs 28,999 with VAT), about Rs 2,139 a month. Marketed for low ping and competitive gaming, streaming and heavy multitasking.

UltraMax 1 Gbps

Rs 35,397 a year (Rs 39,999 with VAT), about Rs 2,950 a month. Built for large homes and smart-home setups with many devices and 4K streams.

Some price-list sites still show the 1 Gbps plan at Rs 48,474. That figure does not match DishHome’s 1 Gbps page, which lists Rs 35,397 before VAT, or Rs 39,999 after it. Gamers can also read our GTA 6 guide hub while planning a connection for launch day.

With VAT, the drop wire becomes Rs 1,130, and router rental becomes Rs 2,260, Rs 1,000 or Rs 500. DishHome’s plan cards do not say whether the drop-wire charge is refundable, so ask before you pay.

Are DishHome prices with or without VAT?

DishHome marks every price with an asterisk but does not say on the plan cards whether VAT is included. The numbers answer it: each listed price multiplied by 1.13 lands almost exactly on a round figure, which is how Nepali ISPs usually set their VAT-inclusive prices.

75 Mbps

One or two people: browsing, social media, video calls and HD streaming on one screen. Take it internet-only; its DTH combo is poor value for new users.

100 Mbps

Two to four people, online classes and one person working from home. The cheapest plan that makes sense with DTH.

200 Mbps

Families of four to six with several phones, a smart TV and 4K streaming. The best value per rupee for most homes.

On price alone DishHome is cheaper at every matching speed. Setup costs are similar: DishHome charges a Rs 1,000 drop wire, while WorldLink standard plans take a Rs 1,000 refundable deposit. Before you decide, ask neighbours which ISP gives stable speed and quick repairs in your tole, because that matters more than a few hundred rupees.

How to get a new DishHome Fibernet connection

Pick a plan. Open the DishHome plans page, set the duration and “New”, and press “Choose Plan”, or call the toll-free line 1660-01-22000.
Share your details. Give your name, address and phone number. Keep a copy of your citizenship or national ID ready; if you need a digital copy, see how to download your eNID.
Pay the day-one total. Use the new-connection table above so the drop-wire, router and TV charges do not surprise you, and add 13% VAT.
Installation. A technician runs the fibre drop wire, sets up the router and, for combos, the TV. Change the default Wi-Fi password the same day.

How to renew DishHome internet

DishHome website: use the Recharge menu on dishhome.com.np.
Digital wallets: eSewa and Khalti list DishHome under their internet and TV payment sections.
Dealers: any DishHome dealer or branch can renew your account.
Tip: renew for 12 months. Existing customers pay no router or drop-wire charge, so a yearly renewal is the cheapest DishHome price there is.

How we checked these prices

On 30 September 2026 we opened DishHome’s plans page and switched the duration filter (1, 3, 6 and 12 months) and the New/Existing customer filter, recording every plan card. We then added up each card’s charges to confirm the totals and checked the premium prices on DishHome’s 1 Gbps page. VAT figures are our own calculation at 13%. On 8 October 2026 we reviewed the page again against the latest published price reports and found no newer DishHome rates.
