Freelance Tax in Nepal: A Practical Guide (FY 2083/84)
Updated for the Finance Act 2083 · Fiscal year 2083/84 (17 July 2026 to mid-July 2027) · Reading time: about 14 minutes
You finish a project for a client in Sydney or Toronto, the dollars land in your Nepali bank account, and the credit is a little smaller than you expected. That gap is usually the 5% freelancer tax. But that single number is where most guides stop, and it is also where most freelancers get confused: Does every Upwork payment qualify? What happens with Nepali clients who cut 15% TDS? Do you still file a return? And with the brand-new FY 2083/84 slabs, is 5% even the cheapest route anymore?
This guide answers all of that in plain language, with the new 1% to 29% slab table (many guides still show the old 36% and 39% rates), real calculations, a decision flowchart, and the deadlines that matter this year.
Quick answer
- A resident individual who is not running a registered business and earns foreign currency for software, digital, consultancy or online content services pays a 5% tax that the bank withholds when the money arrives. For qualifying income this is a final tax.
- Most current guides place a NPR 40 lakh per year ceiling on that 5% treatment. Income above it, and all income from Nepali clients, goes into the normal slabs.
- FY 2083/84 slabs: 1% up to NPR 10 lakh, 10% to 15 lakh, 20% to 25 lakh, 27% to 40 lakh and 29% above.
- Nepali clients usually deduct 15% TDS on your service fee (1.5% if you are VAT-registered). That is an advance, not a final tax, so you claim it back through your return.
- The annual return is due by Ashoj end (three months after the fiscal year), not Kartik.

How Freelance Tax Works in Nepal
Nepal taxes its residents on worldwide income under the Income Tax Act 2058. Being paid in dollars does not make income tax-free. What changes is how it is taxed. In practice, every freelance rupee falls into one of two lanes:
Lane 1: Foreign-currency lane
Qualifying digital, software, consultancy or content income paid from abroad into a Nepali bank. 5% withheld by the bank, final tax. No expense deductions.
Lane 2: Normal slab lane
Income from Nepali clients, non-qualifying services, business income, and foreign income above the ceiling. Taxed at 1% to 29% on profit after allowed expenses.

The 5% Final Tax on Foreign Freelance Income
The 5% rule has evolved quickly. It started as a 1% rule in 2022, became a 5% advance tax under the Finance Act 2080, and was turned into a final withholding tax by the Finance Act 2082. The Finance Act 2083 rewrote the personal slab table but did not restructure this freelancer route, so it continues in FY 2083/84.
Who qualifies
You generally qualify when all of these are true:
- You are a resident natural person (an individual, not a company or firm).
- You are not pursuing a business for this work, meaning no registered proprietorship or company receiving the income.
- You earn foreign currency by providing a listed service to someone outside Nepal.
- The money comes in through a licensed bank or financial institution, with your PAN on record.
Which services count
Web and app development
Other electronic and digital services
BPO and data processing
Consultancy
YouTube and social media content
Design, writing and marketing delivered online
If your foreign income comes from something outside this list, such as selling physical goods abroad or rent from property overseas, do not assume the 5% applies.
How the bank deducts it
You do not pay the 5% yourself. The bank that converts your foreign currency withholds it and deposits it with the Inland Revenue Department (IRD) against your PAN:
pays in USD, EUR, AUD
Upwork, Fiverr or direct invoice
SWIFT, Payoneer or Wise
withholds 5% against your PAN
95% credited in NPR
The NPR 40 lakh ceiling
Guides citing the Finance Act 2082 put a NPR 40 lakh per fiscal year ceiling on the 5% final treatment. Below it, the 5% settles your tax on that income. Above it, the excess is taxed at the normal slabs and reported on an annual return. Because the Finance Act 2083 mainly changed the slab table, ask your bank or tax office to confirm how the ceiling is applied this year if you expect to cross it.
⚠ Important: “Final tax” means no further income tax on that specific stream. It does not mean you never need to talk to the IRD. If you also have a salary, Nepali clients or business income, you still file a return for those.
FY 2083/84 Income Tax Slabs for Freelancers
From 1 Shrawan 2083 (17 July 2026), Nepal uses one slab table for everyone, single or married. The first band doubled to NPR 10 lakh and the top rate fell from 39% to 29%. These rates apply to Lane 2 income: Nepali clients, non-qualifying work and foreign income above the ceiling.
| Annual taxable income (NPR) | Rate | Max tax in band | Cumulative tax |
|---|---|---|---|
| Up to 10,00,000 | 1% | 10,000 | 10,000 |
| 10,00,001 – 15,00,000 | 10% | 50,000 | 60,000 |
| 15,00,001 – 25,00,000 | 20% | 2,00,000 | 2,60,000 |
| 25,00,001 – 40,00,000 | 27% | 4,05,000 | 6,65,000 |
| Above 40,00,000 | 29% | No cap | 6,65,000 + 29% of excess |
| What changed | FY 2082/83 | FY 2083/84 |
|---|---|---|
| 1% band | NPR 5 lakh single / 6 lakh married | NPR 10 lakh for everyone |
| Number of bands | Six (1/10/20/30/36/39%) | Five (1/10/20/27/29%) |
| Top rate | 39% | 29% |
| Freelancer 5% route | Final tax | Unchanged, final tax |
Two extras still apply on the slab route: women get a 10% rebate on their tax liability, and deductions such as life insurance premium (up to NPR 40,000) and health insurance premium (up to NPR 20,000) continue. Employers are already using these new rates; our payroll and HR software guide shows how they are applied to salaries.
5% vs Slab Tax: Which Actually Costs Less?
Almost every guide says the flat 5% is “always the most tax-efficient” option. Under the old slabs that was broadly true. Under the new FY 2083/84 slabs it is not true at lower incomes, because the first NPR 10 lakh is now taxed at just 1%.
Tax at different income levels (NPR, illustrative, no deductions)
FY 2083/84 slab tax
Income 6 lakh
30,000
6,000
Income 10 lakh
50,000
10,000
Income 20 lakh
1,00,000

Income 30 lakh
1,50,000
3,95,000
Income 40 lakh
2,00,000
6,65,000
The two lines cross at roughly NPR 16 lakh of taxable income. Below that, slab tax is lower on paper. Above it, the 5% route wins by a wide margin, and the gap reaches NPR 4.65 lakh at 40 lakh.
What this means in practice
For qualifying income the 5% is withheld automatically, so you generally cannot pick the slab route instead. The comparison matters when you are deciding how to structure your work, for example whether to register a sole proprietorship (which moves you to business income and slabs) or stay an individual freelancer. A low earner with real expenses may come out ahead on slabs; a high earner almost certainly will not. Run your own numbers with a tax practitioner before changing your setup.
Nepali Clients, TDS and VAT
TDS on payments from Nepali clients
When a Nepali company pays you for a service, it must withhold tax before paying you:
- 15% on service fees in most cases.
- 1.5% if you are a VAT-registered resident service provider.
Unlike the 5% foreign-income tax, this TDS is not final. It is an advance credit. Your actual tax is worked out on the slabs, and because the first NPR 10 lakh is taxed at only 1%, many small freelancers have had far more withheld than they owe. The only way to adjust that is to file a return and claim the TDS. Always ask clients for the TDS certificate and check it appears against your PAN on the IRD taxpayer portal.
Do freelancers need to register for VAT?
Services exported abroad are zero-rated for VAT, so foreign-only freelancers rarely need to think about it. If you serve Nepali clients and your turnover crosses the registration threshold, VAT registration and IRD-approved billing come into play. Our Nepal VAT e-billing guide covers the current thresholds and CBMS rules.
Worked Examples
These use an assumed rate of NPR 140 per USD to keep the maths clean. Banks convert at the rate on the day the money lands, so check the USD to NPR rate today for your own figures.
Example A: Upwork developer
Earns USD 12,000 in the year, only from foreign clients, paid by SWIFT to a Nepali bank.
- Income: 12,000 × 140 = NPR 16,80,000
- Tax: 16,80,000 × 5% = NPR 84,000
- Take-home: NPR 15,96,000
- Return for this income: generally not required
Example B: Mixed-client designer
Earns USD 6,000 from abroad plus NPR 4,00,000 from Nepali clients who deduct 15% TDS. Has NPR 1,00,000 of work expenses.
- Foreign: 8,40,000 × 5% = NPR 42,000 (final)
- TDS cut by Nepali clients: NPR 60,000
- Domestic taxable: 4,00,000 − 1,00,000 = 3,00,000 at 1% = NPR 3,000
- Excess TDS to claim: NPR 57,000, only if a return is filed
Example B is the situation competitors rarely cover, and it is common among designers, writers and developers in Kathmandu who serve both local agencies and foreign clients. Not filing simply leaves that TDS with the government.
Payment Channels and How Each Is Taxed
| Channel | Tax treatment | What to watch |
|---|---|---|
| Direct SWIFT transfer | 5% withheld by the receiving bank | Give the client the correct SWIFT code and your PAN-linked account |
| Upwork / Fiverr via bank | Same as SWIFT once it reaches the bank | Platform fees are not deductible under the 5% route |
| Payoneer / Wise to Nepali bank | 5% withheld on arrival | Keep the withdrawal statement to match each bank credit |
| Money left abroad | Still taxable as a resident | No bank withholding, so no clean record of tax paid |
| Hundi or crypto | Outside the 5% route | Illegal channels; no tax credit and real legal risk |
If you also need to pay for tools like hosting or software in dollars, a dollar card lets you spend part of your foreign earnings legally; see our guide on how to pay online from Nepal for the options.
Step-by-Step Compliance Checklist
Get a personal PAN
Apply on the IRD taxpayer portal or at your Inland Revenue Office. Already have one? You can check your PAN number online.
Link your PAN to the receiving bank account
Without it, the 5% may not be credited to your record, which causes problems at tax clearance time.
Receive only through formal channels
SWIFT, Payoneer or Wise into a Nepali bank. Tell the bank the inflow is service export income so it is coded correctly.
Keep a simple income file
Contracts, invoices, platform statements, bank statements, SWIFT advices and TDS certificates, kept month by month.
Verify the tax on the IRD portal
Check that the bank’s 5% and any client TDS appear against your PAN. If not, ask the bank or client to correct their filing.
File a return if you have any Lane 2 income
Nepali clients, a salary, business income or foreign income above the ceiling all mean a return by Ashoj end. The form (D-01, D-02 or D-03) depends on turnover and the type of service.
Get a tax clearance certificate when needed
Visas, loans and some contracts ask for it. A clean PAN record from steps 1 to 6 makes it straightforward.
Watch the D-02 trap: the turnover-tax return (D-02) excludes professional consultancy and expert services. Many freelancers fall into that exclusion, so do not pick D-02 just because your turnover fits the range.
Deadlines, Late Fees and Interest
Nepal’s fiscal year runs from Shrawan 1 to Ashadh end. Several guides tell freelancers to file “by Kartik”. Under Section 96 of the Income Tax Act, the annual return is actually due within three months of the year end, which is Ashoj end.
| When | What is due | Who it affects |
|---|---|---|
| Poush end | 40% of estimated tax (installment) | Slab-lane earners required to pay installments |
| Chaitra end | 70% cumulative | Same |
| Ashadh end | 100% cumulative; fiscal year closes | Same |
| Ashoj end | Annual income tax return | Anyone with income that requires a return |
| Up to 3 more months | Extended return deadline | Only if a written extension was requested before Ashoj end (Section 98) |
If you file late or pay late, two separate charges apply:
- Late-filing fee (Section 117): the higher of 0.1% per year of assessable income or NPR 100 per month.
- Interest on unpaid tax (Section 119): 15% per year, counted for each month or part of a month.
Right now (Kartik 2083): the FY 2082/83 return deadline passed at Ashoj end 2083 (mid-October 2026). If you had Nepali-client income last year and did not file or request an extension, file as soon as possible to stop the monthly fee growing, and claim back any excess TDS at the same time.
Common Mistakes Nepali Freelancers Make
Using last year’s slabs
Planning with 30%, 36% or 39% rates overstates your tax. FY 2083/84 tops out at 29%.
Assuming every dollar is 5%
Only listed services, received by an individual not running a business, qualify.
Never checking the IRD record
Banks sometimes withhold tax but report it late or incorrectly. Check your PAN statement each quarter.
Ignoring client TDS
15% TDS is a credit. Without a return, the excess is simply lost.
Filing “by Kartik”
The return is due by Ashoj end. Ask for an extension in writing before that date if you need one.
Using Hundi to save fees
It is illegal, leaves no tax record and can block tax clearance later.
Field notes: what freelancers actually run into
Talk to freelancers in Kathmandu and the same problems come up again and again. Tax is often the smaller issue; paperwork is the bigger one. Freelancers report banks deducting the 5% but not reporting it properly, and difficulty getting tax certificates when a visa or loan application needs one. Awareness is also low: one survey found that close to 6 in 10 freelancers did not know the tax rules at all.
The practical fix is boring but effective: one dedicated PAN-linked account for all freelance inflows, a monthly folder of statements, and a quick look at your IRD record every quarter. Freelancers who do this rarely have trouble when they need a clearance certificate.
Frequently Asked Questions
What is the freelance tax rate in Nepal?
Qualifying foreign-currency income from software, digital, consultancy or content services is taxed at a flat 5%, withheld by the bank as a final tax. Income from Nepali clients and other income is taxed at the FY 2083/84 slabs of 1%, 10%, 20%, 27% and 29%.
Do I need to file a tax return if I only earn from Upwork or Fiverr?
If all your income is qualifying foreign-currency income received through a Nepali bank with 5% withheld, and it stays within the NPR 40 lakh ceiling, a return is generally not required for that income. Any other income, such as a salary or Nepali clients, means you file.
Is income up to NPR 10 lakh tax-free in Nepal now?
No. The first NPR 10 lakh is taxed at 1%, so NPR 10 lakh of taxable income means NPR 10,000 in tax on the slab route.
Can I deduct expenses like my laptop or internet under the 5% tax?
No. The 5% is charged on gross receipts. Expenses only reduce tax on slab-lane income such as Nepali client work or business income.
How much TDS do Nepali clients deduct from freelancers?
Usually 15% of the service fee, or 1.5% if you are a VAT-registered resident service provider. It is an advance credit you claim through your annual return.
When is the income tax return deadline for freelancers?
Ashoj end, three months after the fiscal year closes at Ashadh end. You can request up to three more months, but the request must be made in writing before Ashoj end.
Is YouTube AdSense income taxed at 5% in Nepal?
Yes. Uploading audiovisual content on social media by an individual is one of the listed activities, so AdSense paid in foreign currency to a Nepali bank falls under the 5% route. Brand deals paid in NPR by Nepali companies do not.
Should I register a company to pay less tax as a freelancer?
For most individual freelancers serving foreign clients, staying an individual on the 5% route is simpler and cheaper above roughly NPR 16 lakh of income. Registering a business moves you out of the 5% route, so only do it for other reasons, such as hiring staff or bidding for contracts, and after advice from a tax practitioner.
The Bottom Line
Freelance tax in Nepal is simpler than it looks once you separate your income into two lanes. Foreign-currency digital and service income paid into a Nepali bank is settled at 5%, usually without a return. Everything else runs through the new FY 2083/84 slabs, where the 1% band up to NPR 10 lakh makes filing worthwhile, especially if Nepali clients have already cut 15% TDS.
